For the Crust & Topping

unsalted butter
softened to room temperature

light or dark brown sugar
packed

vanilla extract

all-purpose flour
spooned & leveled

baking powder

teaspoon
salt

old-fashioned oats or quick oats
not instant
For the Lemon Filling
1
can
full-fat sweetened condensed milk

tablespoons
lemon juice
from about 2 lemons
1
tablespoon
lemon zest
from about 1 lemon
Instructions
Preheat your oven to 350°F (175°C) and grease a baking dish.
In a mixing bowl, combine the butter, brown sugar, and vanilla extract. Mix well.
Add the flour, baking powder, salt, and oats to the butter mixture. Stir until combined.
Press half of the mixture into the bottom of the greased baking dish.
In another bowl, whisk together the sweetened condensed milk, lemon juice, and lemon zest until smooth.
Spread the lemon filling over the crust in the baking dish.
Sprinkle the remaining oat mixture over the lemon filling.
Bake for 25 minutes or until the topping is golden brown.
Allow to cool before cutting into bars.
Notes
These bars can be served chilled or at room temperature. Store leftovers in the refrigerator.
